With regards to EU countries, they are valid as long as you need a regular certified translation and not a notarized translation. The EU Regulation 2016/1191 of the European Parliament and of the Council passed on 6 July 2016 clearly specifies that all EU Member States must accept certified (sworn) translations delivered by any other EU Member State as long as it meets the requirements as set in this EU Member State (in our case, Spain).

Good question! Generally speaking, they refer to the same thing. This term is used to denote translations that must follow specific requirements different from a standard translation that make a translation official (for administrative use). 

These requirements depend on every country. In Spain, for instance, official translation must contain the signature, stamp and official written certification as set in the Spanish regulations. In addition to this, the translation must be carried out by registered translators with the Spanish Ministry of Foreign Affairs. 

Requirements in other countries may differ. That’s why it’s so important that you check with your recipient entity about their sworn translation requirements first.
